Michael
Torvinen has been Deputy Director for DHHS Fiscal Services
since January 2002. He is responsible for oversight of the
agency’s $5.4 billion budget, along with supervision of the
various Division Fiscal Officers and Administrators.
His direct duties include setting fiscal policy for the
Department; working directly with Division fiscal officers
in the creation, management, and revisions of each agencies
budget; and providing support to the Director by working
with Division Administrators and fiscal officers in the
analysis of current budgetary and financial trends that are
affecting the delivery of services. Michael also works
directly with Division fiscal officers to ensure the
Department’s contracting with private entities is done in a
manner that protects the interests of the State while
ensuring services are provided in the most effective and
efficient manner possible. In addition, he acts as the
Department’s financial liaison when working with other state
agencies, specifically the Department of Administration’s
Budget Office, the Department of Information Technology, and
the State Public Works Board.
Michael is a member of the American
Institute of Certified Public Accountants (AICPA), and is
currently the Regional Director for the National Association
of State Human Services Finance Officers.
Michael’s 20-plus year career in state
government began as a Legislative Counsel Bureau (LCB) Audit
Supervisor for 13 years. He then moved to DHHS as an
Administrative Services Officer IV in the Division of Mental
Health and Developmental Services and later became the
Administrative Services Officer for the Director’s Office
before becoming Deputy Director for Fiscal Services.
Mike has a Bachelor of Science degree in Business
Administration from the University of Nevada, Reno. He is
also a licensed Certified Public Accountant
