Charles
Duarte was appointed as the Administrator for the Division
of Health Care Financing and Policy (DHCFP) in August 2000.
He is responsible for the Medicaid and Nevada Check Up
programs, the State Children’s Health Insurance Program (SCHIP),
and for Nevada-based hospital cost reporting and analyses.
DHCFP administers: program services and funding for Medicaid
and Nevada Check Up eligible recipients, including
comprehensive physician, hospital, pharmacy, diagnostic, and
other medically needed services for almost 200,000 Nevadans;
in home and nursing home long-term care services; and
community based programs and support services provided by
other state and local government entities serving Medicaid
recipients throughout Nevada. In addition, the Division has
responsibility for hospital cost and utilization reports,
and for the analysis of data submitted by hospitals in the
state.
Charles has served on
numerous boards and commissions, including a previous term
as a board member and president of a non-profit HMO in
Hawaii. He also served as a board member of the Hawaii
State Primary Care Association and as a board member for the
Association of Asian Pacific Community Health
Organizations. He is a current State of Nevada Public
Employee Benefit Program (PEBP) board member and a member of
PEBP’s Wellness Subcommittee.
Prior to his appointment,
Charles served as Medicaid Administrator for the State of
Hawaii from July 1997 to August 2000. He served as
Executive Director of a non-profit, federally-qualified
health center in Honolulu from 1995 through June 1997.
Prior to that he served as Director of a multi-specialty
teaching clinic and assisted with development of a
community-based Medicaid HMO that successfully won a managed
care contract with the State of Hawaii. Other experiences
include health insurance sales and marketing management with
Hawaii’s Blue Cross/Blue Shield plan, and as a medical
technologist.
Chuck has a M.B.A. and a B.S. in Medical Technology from the
University of Hawaii.
