Romaine
Gilliland has served as Administrator of the Division of
Welfare and Supportive Services since December 5, 2008. He
oversees approximately 1,250 employees in the Division. The
Division’s annual budget is approximately $250 million,
which accounts for the third largest budget within the
Department of Health and Human Services.
The programs Romaine oversees include: the Temporary
Assistance for Needy Families (TANF) Program, Supplemental
Nutrition Assistance Program (SNAP) (formerly known as the
Food Stamp Program), Child Support Enforcement Program,
Child Care Assistance Program, Employment and Training
Programs for TANF and SNAP recipients, Energy Assistance
Program and eligibility for Nevada’s Medicaid Program.
Romaine has been a Carson City resident since 1987. He
received his Bachelor of Science from the University of
Nevada, Reno and is licensed as a CPA. He has held a variety
of senior management positions in private sector
multi-national manufacturing companies and for several years
operated a public accounting firm. Romaine joined the state
in 2005 after having completed a multi-year assignment
requiring, as he characterized it, “too many days away from
family and friends.” Seeking then a rewarding career
opportunity close to home, he accepted a fiscal position
with the state.
Romaine takes over the Division after
spending the past year and a half as the Division’s Deputy
Fiscal Administrator, where he worked on strategic and
tactical planning, management of administrative functions
and oversight of fiscal operations. His previous service to
the State of Nevada includes work as the Chief Financial
Officer with the Nevada Department of Employment, Training
and Rehabilitation, as well as work as the Chief Accountant
for the Division he will now lead.
Romaine strongly believes in the mission of the Division
of Welfare and Supportive Services, to provide quality,
timely and temporary services enabling Nevada families, the
disabled and the elderly to achieve their highest levels of
self-sufficiency and he is committed to the
sustainability and optimization of the Division’s programs
for the benefit of the citizens of Nevada. |
